What makes the situation better is that people are more self-regulated than before. They are conscious and willing to do as well as possible. Like in rainny days when the traffic can easily get blocked, some private-car drivers will voluntarily offer a lift to someone waiting for taxi on their ways, and this certainly makes the road more smooth with less cars. Another good example is that in Shanghai, people who live in suburb but work in city centre will park their cars at the big parking plot before going into centre area and tranfer to the underground instead. Also, biking and walking start to become popular again, not only because they can keep us fit, but also for that they are more flexible than driving in traffic jam. With public awareness growing, what need to do is to improve the public facility to make people more comfortable.
